dell optiplex 3010 cant install intel graphics driver

Windows does it's driver software installation and ultimately tells that the driver installation failed. When I do so and reboot, it comes back up as 'Video Controller (VGA Compatible)'. I've completely uninstalled the VGA adapter from the computer. I've tried installing drivers in different orders. I've looked at all of the BIOS settings I can find to see if there's anything related to it.

Except, when I check in device manager the Intel HD Graphics 4000 display adapter is still using the default 'Standard VGA Graphics Adapter' drivers. I install the drivers off of the dell website as usual, windows indicates all of the driver installations have been successful. has given be immense issue trying to get it to use the correct video driver for multiple days now.

Everything worked exactly as I would've expected. Both were recently replaced and re-imaged to be redeployed elsewhere in the organization. I have two Optiplex 3010 machines with identical configurations.
